According to financial reports for FY 2014 released by the Ministry of Land, Infrastructure, Transport and Tourism, 22 airports in Japan went into the red. Of those, four Kyushu airports that were in the black the previous year—namely, Fukuoka, Kumamoto, Miyazaki and Kagoshima—joined the ranks of airports which lost money in fiscal 2014. Airport earnings include landing fees, building-related fees, duty-free sales, parking fees and so on. Although Fukuoka Airport enjoyed an increase in duty-free sales on the back of an uptick in foreign visitor numbers, it racked up expenses related to preliminary surveys for the new runway it plans to build.
