Fukuoka Lawyers Target ‘Black Rules’ in Schools

The Fukuoka Bar Association has publicly called for the immediate cessation of excessively rigid school rules, known as “black rules”. They voiced concerns over unreasonable regulations, like those concerning sock color, during a press conference. The association applauded the elimination of five such rules in Fukuoka City middle schools this year, but asserted that more improvements were needed, as schools still maintained other illogical regulations.

The association urged schools to immediately scrap rules lacking a rational basis and recommended clear guidelines for future rule revisions. Sagawa Tami, head of the association’s School Rule Committee, emphasized the need for a happier, less restrictive school environment that respects individuality. In response, the Fukuoka City Board of Education confirmed they received the suggestions and expressed a commitment to continue promoting student-led rule reviews.

A year ago, the bar association called for a review of irrational rules at 69 public middle schools in Fukuoka City, resulting in several schools reassessing restrictions such as those on hairstyles and clothing. However, with some unreasonable rules still in place, the bar association submitted another statement last month, prompting more reviews.
