On. Feb 20 the Aichi Prefectural Police Drug and Firearms Control Division arrested Takayuki Sasabe (37) of Hakata-ku on suspicion of violating the Pharmaceutical Affairs Act for intent to sell quasi-legal herbs containing scheduled drugs. He is suspected of putting two six-gram bags of Jotei, a substance containing the scheduled drug alpha-PVP, on display for sale in the Nagoya branch of his Bonbondou head shop. A Nagoya man who allegedly distributed the substance wholesale to Sasabe was also arrested for possession with intent to sell. Sasabe sells quasi-legal herbs starting at ¥1,500 per gram from shops in Tokyo, Niigata, Aichi, Kumamoto and Okinawa and also offers delivery service.
