Introduction of “Blue Tickets” for Bicycle Traffic Violations

With the new school term increasing bicycle usage, the Fukuoka Police Department plans to introduce “blue tickets” by 2026 to address persistent issues of accidents and violations among cyclists. This initiative was highlighted during the spring traffic safety campaign in Tenjin, Fukuoka, where the focus was on enforcing bicycle traffic rules. The “blue ticket” system aims to impose fines ranging from ¥5,000 to ¥12,000 for previously warning-only offenses such as wearing earphones or using mobile phones while cycling. In 2022, the  police had already introduced “red tickets” for severe violations, including signal ignoring and drunk cycling. The introduction of “blue tickets” seeks to further reduce bicycle accidents by ensuring adherence to traffic laws. Source: TNC
