Kumamoto City Mayor Seishi Koyama held a press conference to call for stronger “vertical ties” in Kyushu with the opening of the Kyushu Shinkansen in 2011 by forming a special agreement with Fukuoka City and Kagoshima City. Both cities have responded positively to the suggestion, and a provisional plan is expected to be formulated by August. The cities already are working together to a certain extent, as Kagoshima City will send some employees to work in Fukuoka City this year.
