Miyazaki City has started a program of forming agreements with condominium owners to permit the breakage of auto-lock doors on the condominium buildings to allow the sites to be used as a site of refuge in case of a tsunami. The objective is to compensate for the lack of official shelters. The city has already concluded one such arrangement with a condo owner. An official with the national government said it was the first time he had heard of any such agreement nationwide.
