A national federation of citizen ombudsmen released their “report card” on the transparency, vitality, and effectiveness of expenditures for 103 local governmental assemblies nationwide. The report included municipal as well as prefectural assemblies. Most Kyushu assemblies received a D grade. Among the prefectural assemblies, those of Yamaguchi and Kagoshima received a C, while the other six were given a D. Among the major cities, only Kitakyushu received a C, while the prefectural capitals and Shimonoseki were given a D.
