On May 11, Nishi-Nippon Railroad Co., Ltd. (Nishitetsu) began providing details about levels of congestion on the busses they operate in central Fukuoka. The company will split their busses into four categories (ranging from empty to crowded) to ensure the public can avoid congestion and help people who currently have staggered working hours.
