The Ministry of Internal Affairs and Communications released its statistics for population shifts in 2008, which shows that while the trend within Kyushu for population to flow into the Fukuoka area continues, the influx has declined for a second straight year. Fukuoka attracted 107,264 people from other areas, the most in Kyushu, followed by Kagoshima and Kumamoto prefectures. Forty percent of the people who leave Saga Prefecture relocate in Fukuoka, and this percentage ranges from 17.5% to 31.3% for the other five Kyushu prefectures.
