Saga City said it would begin to actively discourage smoking outdoors near the JR Saga City Station in April. If there is no decline in smoking, sources said, they would consider enacting a municipal ordinance. That would make it the first outdoor ban on smoking in the prefecture imposed by law. The area affected would cover 18 hectares around the station.
