To get a clearer picture of the extent of irregular employment, Saga Prefecture conducted a survey of prefecture companies with more than five employees. The survey found that 73.1% of the responding companies hired irregular employees, and that these employees accounted for 35.9% of the workforce. The industry sectors most likely to hire these employees were the eating and drinking place industry and the lodging industry. The primary reasons for hiring these employees were the fluctuations in work volume and saving personnel costs.
