Unlicensed Garbage Haulers a Problem in Fukuoka City

It has been revealed that a large number of enterprises unlicensed to transport refuse are collecting garbage from supermarkets and other locations in Fukuoka City and hauling it to municipal collection and disposal plants in large quantities. The city has licensed only 13 companies to do this work, and they charge high fees. Using unlicensed collectors can save supermarket chains as much as three million yen a month. Some convenience store operators say they resorted to the unlicensed collectors because the licensed businesses don’t have the resources to handle their business. There are reports that the city has known about the problem for some time, but has done little to stop it.
