Kagoshima Prefecture Delegates Receive 50 Million Yen in Allowances without Receipts

The Kagoshima Prefecture Assembly has a rule that allows each delegate to receive a fixed amount of supplementary funds in the category of daily allowances, telephone tolls, and lodging expenses without having to submit receipts. Last year, the aggregate outlay for those expenses was 50 million yen, the Nishi-Nippon Shimbun has learned. Most prefectures require their delegates to submit receipts for these expenditures. These non-transparent expenditures account for 30% of all outlays for Kagoshima Prefecture delegates. Source: Nishinippon Shimbun
