The city of Kitakyushu announced that starting November 4 it would establish the position of ombudsman for health and social welfare facilities to handle citizen complaints and issue reports to the city calling for corrective measures. There have been calls in the city to create greater oversight in this sector after several people died alone without receiving public assistance. This is the third city in Kyushu to set up an outside office specifically to handle complaints about the government, after Kurume and Yame.
