The city of Kitakyushu, which has developed substantial expertise in municipal water supply and has helped provide those systems to governments overseas, has received a 4-million-yen contract to develop a basic water supply business plan for Kawara-machi, the neighboring municipality. Kawara-machi built its own water supply system in 1956, but the treatment plant is aging and the entire system needs an upgrade. The Ministry of Health, Labor, and Welfare says they know of no other local government in Japan that has created such a plan for another local government.
