The Kumamoto Prefecture Assembly approved a plan in which Kumamoto City and neighboring Jonan-machi and Ueki-machi will merge next March. After the merger, Kumamoto City will have a population of roughly 728,000, putting it over the threshold of 700,000 required to make it a “specially designated city” under Japanese law. That enables the city to exercise governmental authority equivalent to a prefecture in some cases. It will be the third such city in Kyushu and the 20th nationwide.
