Kumamoto Enacts First Kyushu Law Banning Discrimination against Disabled


The Kumamoto Prefecture assembly became the first government in Kyushu to pass a law banning discrimination against the disabled. The law, which goes into effect next April, creates a mechanism for dispute resolution, including the employment of specialized counselors. Some problems remain, however, including a clear definition of discrimination. Kumamoto is the fourth prefecture in Japan to enact such a law.
