The Kyushu Federation of Bar Associations opened the Asakaze Fund Law Office in Fukuoka City to train lawyers to be sent to areas with rapidly declining populations. Through a program that lasts roughly 18 months, they hope to train lawyers for work in those areas. Their goal is to promote the creation of an environment in which people can receive legal services no matter where they live. The federation says there are now 29 areas in the Kyushu-Okinawa region in which there is only one lawyer for more than 30,000 people, making their task an urgent one.
