The 17 sitting city council members of Miyama, Fukuoka Prefecture, decided to reduce from seven to four the number of days that campaign cars can operate for the election on the 24th. They cited as their reason self-restraint after the Tohoku earthquake. New candidates, however, suspect the real motive is to protect their incumbency. Election activities are underway in the earthquake-affected areas, and more than four months have passed since the disaster. There are 17 incumbents and five new challengers running for 19 seats.
