A Fukuoka Prefectural Police survey found that only 20.6% of cyclists wear helmets, despite the national recommendation since 2023 and mandatory rules for high school students since April. The study of over 10,000 cyclists showed usage highest among junior high students (76%) but lowest among adults (9%). Police noted that nearly half of cycling deaths in the past five years involved head injuries and are urging wider helmet use to prevent fatalities.
