The Fukuoka High Court upheld a district court ruling that it was illegal for Fukuoka Prefecture to have paid the salary and travel expenses of a prefectural high school teacher, also an officer in the prefectural human rights and dowa (burakumin) education and research association, while on association business. The ruling came in a citizens’ suit filed against Governor Wataru Aso, demanding that he ask the teacher to repay the roughly nine million yen he received. The court ordered the governor to request the repayment of 3.3 million yen.
