In 2003, Kyushu Electric Power began soliciting companies and groups with an interest in operating wind power facilities in Kyushu. They have received only 18 responses for the current fiscal year, for an aggregate of 285,140 kW, the lowest amount ever. Kyushu Electric cited as reasons the decline in undeveloped land suitable for the facilities, and problems with the system for purchasing reusable energy. Some communities are refusing to serve as locations for the facilities due to concerns that the noise and vibrations could cause health problems.
