Saga Prefecture has been involved in difficult negotiations with Nagasaki Prefecture over the demarcation of the area between the two where ocean sand may be taken, and decided to appeal to a dispute resolution council of the Ministry of Internal Affairs and Communications. Authorization to take ocean sand is required from the prefecture with jurisdiction, and the two prefectures are unable to agree on where the boundary location. They have been in negotiations since 2008. According to the ministry, it is the first such appeal in a dispute between prefectures.
