A Nagasaki Prefecture government survey found that the salary differential for people working at private-sector long-term care or social welfare facilities was as high as 21 times in some cases. The government admitted, however, that a simple comparison was not possible because of the difference in working days and hours at each facility. Nevertheless, large income gaps exist for most facility types and occupations. The prefecture said they will conduct a further analysis.
