The Kyushu Regional Development Bureau for the Ministry of Land, Infrastructure, and Transport released a report on the diffusion of sewer systems and other water treatment plans in the region. It revealed that 79.1% of the population lived in areas where these systems and plants have been fully provided as of the end of 2010. While that is a 1.1 percentage point increase from the previous year, it is also significantly lower than the national average of 86.9%. The average for the 16 Kyushu cities with populations ranging from 100,000 to 300,000 is 75%, lower than the national average of 85.8%.
